Motorists entering London have to pay a congestion charge of £5. This is going to be increased. If the charge is too low then motorists pay it. If the charge if too high this is a political liability.
Another idea would be to give a free permit to enter London to everyone within a certain radius. But to enter the city you would need to display four permits.
This would mean that people would share a car.
Otherwise you could rent or buy a permit from someone who now got paid for leaving his or her car at home. There would inevitably be a reduction of cars to one quarter of what it had been.
In most situations there are a range of ideas to choose from. We do, however, have to generate that range of ideas. Usually we do not seek to generate ideas because we believe that logic and analysis will give the right answer and you cannot be more right than right.
